When Feynman described a Quantum Computer for the first time he used the words “Universal Quantum Simulator” he was referring to any and all systems that would implement Quantum Physics to do quantum computations. He said a Classical implementation would incur an exponential slowdown. (Which we have disproved in 2014) and therefore he justified building a hardware Quantum Computer. Or in his words a Hardware Universal Quantum Simulator.
